Siong Guan Lim joined GIC in 2007. He was chairman of the Economic Development Board from October 2006 to June 2009. A former head of the Singapore Civil Service, he was Permanent Secretary in the ministries of Defence, Education and Finance and the Prime Minister’s Office, and led various major government agencies.

He has been an adjunct professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore since March 2005, instructing on leadership and change management in the public sector, and is a Senior Fellow of the Civil Service College.
